Duties Description The incumbent will provide essential staff support related to DEC's permit management system, particularly those related to freshwater wetlands. Specific duties will include developing and maintaining statewide permit management tools related to these regulations including but not limited to general permits, training materials, policy, and guidance documents; coordinating website updates with public-facing application instructions, and support; conducting outreach and coordination with external federal, state, and local agencies in relation to permitting guidance, regulations, and permitting tools; and assisting in the development of other training and guidance for staff and external entities related to other permit programs managed by the Division of Environmental Permits. Minimum Qualifications Reassignment - Currently in the title and an employee of DEC or Reinstatement Eligible - Previously held the title on a permanent competitive basis. or Transfer Eligible - One year of permanent competitive service in a title designated as appropriate for transfer in accordance with Section 70.1 of Civil Service Law. For eligibility under 70.4 transfer or 55b/c, employees must meet the minimum qualifications below. This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. Examples of non-qualifying degrees are, but not limited to, Criminal Justice, Cultural Anthropology, Environmental and Business Economics, Environmental Health Policy, Public Health, Science Education or any education discipline, Urban or City Planning. For Appointment at the Environmental Analyst Trainee 2, SG-NS, level you must also have: Either 1. One year of qualifying professional experience in a position having substantial relationship to environmental analysis*; OR 2. Experience limited to supervision of clerical staff, or interns is NOT qualifying. Preferred Qualifications: Coursework and/or experience include environmental or natural sciences.
