LAND DEVELOPMENT DIVISION - LAND DEVELOPMENT ENGINEER

PG: 25 ($39.40hr - $59.10hr./$81,952 - $122,928 annually)

FLSA: Non-Exempt

Must have the physical, developmental and mental ability to perform job tasks, work efforts, responsibilities and duties of the job illustrated below:

MAJOR FUNCTION

Performs technical civil engineering work focused on the review of residential and non-residential development plans for compliance with the Land Development Code, Comprehensive Plan, and related permitting programs. Serves as a key resource for engineering guidance in development review and inspections.

ILLUSTRATIVE DUTIES

Development Review and Compliance

  • Reviews development construction plans, subdivision plats, as-built drawings, roadway and drainage calculations, stormwater management facility designs, contract specifications, and cost estimates.
  • Conducts on-site inspections to verify adherence to approved plans and engineering standards.
  • Evaluates construction testing and inspection operations for compliance with County standards.
  • Resolves conflicts and makes technical recommendations on development proposals.

Technical Advising and Coordination

  • Serves as an engineering advisor on development projects and related technical matters for the Land Development and Building Inspections divisions.
  • Interprets and applies development regulations, ordinances, and the Comprehensive Plan for developers, engineers, contractors, and the general public.
  • Coordinates with local, state, and federal agencies regarding jurisdictional requirements for development projects.
  • Participate in staff meetings and technical discussions related to development review.

Design and Internal Support

  • Assists the County Engineer with reviewing plans from County consultants, private engineers, and in-house design teams for regulatory compliance.
  • Prepares construction plans and obtains permits for County-led projects.
  • Participates in the review of PD, CU, variance, and other land use cases.
  • Processes requests for waivers, subdivision walls, and sign construction plans.
  • Attends Development Review Committee meetings and conducts site investigations for roadway and drainage issues.

Construction Oversight and Supervision

  • Direct and evaluates personnel involved in construction inspection and materials testing.
  • Confirms that site grading, infrastructure, and roadwork meet alignment, grading, elevation, and material specifications.

Other Duties

  • May serve as assistant to the County Engineer on administrative matters and office operations.
  • Performs other related duties as assigned.

KNOWLEDGE, ABILITIES AND SKILLS

Technical and Regulatory Knowledge

  • Strong knowledge of civil engineering principles related to roadways, stormwater systems, floodplain management, and drainage design.
  • Understanding of land use, land surveying, utility systems, and local/state development regulations.
  • Familiarity with engineering calculations, testing protocols, and construction standards.

Planning and Analytical Skills

  • Ability to plan, organize, and manage concurrent projects effectively.
  • Skilled in interpreting technical documents and preparing detailed engineering reports and correspondence.
  • Sound judgment and decision-making in technical evaluations and conflict resolution.

Communication and Collaboration

  • Strong verbal and written communication skills for presenting technical information to varied audiences.
  • Ability to establish and maintain effective working relationships with staff, officials, and the public.

Technology and Equipment Use

  • Proficient in the use of personal computers, remote terminals, and standard office equipment.

Physical Requirements

  • Ability to walk, bend, stoop, crouch, kneel, sit, and stand for extended periods.
  • Visual ability to distinguish colors and shapes; capable of lifting 45 pounds for short distances.
  • Able to operate a motor vehicle and ambulate independently.

MINIMUM QUALIFICATIONS

Land Development Engineer:

  • Graduation from an ABET-accredited four-year college or university with major coursework in Civil Engineering or a related field, and a minimum of five (5) years of civil engineering experience.
  • Must be a registered Professional Engineer in the State of Florida or able to obtain registration within twelve (12) months of employment.
  • Must have a valid driver's license and be able to secure a valid Florida driver's license at the time of employment.

ALTERNATIVE MINIMUM QUALIFICATIONS

The following may be acceptable at a 10% salary reduction:

Engineer Intern:

  • Graduation from an ABET-accredited four-year college or university with major coursework in Civil Engineering or a related field.
  • Must have passed the Engineering Fundamentals examination (Engineer Intern).
  • Must be able to obtain registration in the State of Florida within forty-eight (48) months of employment.
  • Must have a valid driver's license and be able to secure a valid Florida driver's license at the time of employment.

SPECIAL PREFERENCES

  • Experience interpreting civil engineering plans, specifications, and calculations.
  • Knowledge of roadway design, stormwater design, and construction practices.

SPECIAL REQUIREMENTS

All employees will be required to work before, during, or after an emergency. During an emergency, employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location and work schedule to fit the needs of the County and its citizens.
