Why does the job exist?
The purpose of the position is to write legally enforceable air permits for various industries. The staff will work on detailed technical and regulatory review of Prevention of Significant Deterioration (PSD) and New Source Review (NSR) permit applications from industry. Permit staff may also testify or represent the Department at public hearings, the Environmental Improvement Board (EIB), and open house meetings. This position supports the Permit Programs Section of the Air Quality Bureau to enhance the efficiency of the Section, including a variety of special projects.
How does it get done?
The bureau has standardized templates and protocols for most of the work required. The staff will draft legally enforceable air permits and other technical support documents using standardized templates. Some of the work required for the position are as follows:
- Administrative and technical review of air quality permit applications for completeness, emission verification/calculations, and state and federal regulation analysis under 20.2.70 NMAC, 20.2.72 NMAC, 20.2.74 NMAC and all parts of Clean Air Act.
- Draft legally enforceable air permits and technical support documents using standardized templates and protocols to compile a quality administrative record.
- Internal and external costumer service including communication with Environmental Protection Agency (EPA) and consultants (meetings, phone and email, etc.)
- Manage software projects, database maintenance and quality assurance, and other special projects.
- Attend trainings to gain program experience (both internal and EPA trainings).
- Prepare documents for hearing, work with lawyers and testify at hearings (if required).

- New Mexicans to protect and restore the environment
- Occasional contact with external Federal, State and Local regulatory bodies as well as contractors and environmental not for profit organizations
- Internal staff
Ideal Candidate
The ideal candidate will have experience in the following:
- Reading and implementing state and federal regulations preferred but not required
- Strong background in math and chemistry to verify calculations on pollutants
- Ability to work with multiple hard deadlines
- Basic knowledge of industry equipment
- Ability to provide high quality external and internal customer service in a professional and respectful atmosphere
- Proficient with Microsoft Office, particularly Word and Excel, as well as solid general computer skills
Minimum Qualification
Bachelor's degree in Physical, Natural, or Environmental Science, Soil Science, or Engineering and five (5) years of work experience in public/environmental health, environmental science, Air Quality Management, Biology, Engineering, Chemistry, Geology, Hazardous Waste Management, Wildlife Management, and/or Water Resources. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling nine (9) years may substitute for the required education and experience.

Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Infrequent travel to visit industrial sources of air pollution and attend trainings - must be able to climb stairs and ladders.
