Job DescriptionAECOM is seeking a Quality Control Specialist IV (Inspector / Quality Assurance Manager) to be based in Blaine, WA.
Overview Summary
Position is with the AECOM Program and Project Management Group. This group manages various aspects of programs and projects to comprehensively serve the client and profitably support the delivery of complex Federal construction projects with results that meet or exceed client requirements and are aligned with AECOMs core values and financial objectives.
Position Summary
Quality Control Specialist IV: Direct report to AECOM Sr. Project Manager, supporting the General Services Administration (GSA) Owner and US Customs and Border Protection (CBP) Tenant in the role of Lead Inspector and Quality Assurance Manager. Duties involve managing the Owners interests (not the construction team) on a singular high profile complex multi-year construction project as the Field Owners Representative, in an embedded full-time position at the project site to achieve specified objectives. Involves engaging as an integral part of the project delivery team providing daily observation, assessment, and reporting of site activity. This requires implementing a robust Quality Assurance plan for monitoring and assessing the Design Build Contractors Quality Control Plan, work planning, staff management, execution of work, reviewing and validating contractors self-performed or contracted out inspections and providing certification of work in place, and confirming compliance with DB Teams Contract including SOW, applicable codes and agency (GSA and CBP) guidelines and other duties as assigned as part of supporting their execution of the built project from inception to completion (Phased Construction, and Commissioning and Acceptance Phase). Supplemental inspection duties include coordinating and overseeing any Owner ordered third party independent supplemental or confirmation testing, and on the Owners behalf, to monitor and report on all quality and progress to the AECOM Project Manager and GSA Project Team to support the delivery of a functionally and financially viable project that will be completed on time within authorized cost and to the required quality, and monitoring ongoing and proposed activities to promote close to normal and secure operations of the port.
- Reports directly to the AECOM Sr. Project Manager and to is managed by the Pacific Northwest Market Sector Leader and West Region GSA Business Development Leader.
- Perform on-site observation and inspection services for field construction activities. Assists in the management of all scope, schedule, budget, quality, safety, and change.
- Serves as primary point of contact in the field reports to, collaborates with, and communicates per the project communication plan with the Owners project team (CO, PM, COR, Ppty Mgr, O&M, key stakeholders, etc); and professionally interfaces with the project design and constructor teams (DB), provides proactive project assessment and support, and monitors team engagement, and client satisfaction.
- Assists the AECOM Project Team with constructability reviews, submittal processing, leading quality assurance and tracking project status and quality compliance, providing ongoing observations, and assisting with the certification of work in place as part of processing invoices, reviews site progress, protection of onsite stored materials, conditions affecting quality of installed work (weather, oversight, labor pools, safety observations, etc), supports other field and project support members (Commissioning Authority, Estimators, Schedulers, Engineers, Specialty Inspectors, and Consultants) through all construction stages and phases providing daily reporting and timely feedback to the AECOM Project Manager.
- Serve as Owners Representative during construction and closeout activities.
- Provide feedback on all on-site activities and escalating issues to AECOM Project Manager and GSA Contract Officer, Project Manager/COR, (other stakeholders as authorized).
- Provide feedback on issues related to Quality Assurance and Control Measures, certification of work in place, and overall utilization and impacts.
- Oversight extends to all aspects of the site infrastructure / utilities, horizontal site work including grading and placement of concrete roadways, and vertical construction including a one small building new construction and one small building modernization including required ancillary work for verifying conformance to SOW, Contract, approved Design Documents, Codes, Standards, GSA P-100 and CBP Design Guidelines, and overlay requirements by the GSA AHJ and SME and tenant agencies.
- Technically oversees quality projects or major phases of significant quality projects, coordinating the efforts of technical support staff in the performance of assigned project. This position provides Owners Representation and is independent of and DOES NOT supervise or manage or direct the Design Build Constructor Team or their Subcontractors / Trade Partners.
- Possesses and applies comprehensive knowledge to the completion of significant quality assignments.
- Provides leadership for quality assurance and quality control support on assigned program(s) and/or areas to ensure that the project is designed, procured and installed in accordance with customer and company quality requirements.
- Analyzes, evaluates, and plans methods of approach, as well as organizes means to proactively achieve solutions for complex technical problems.
- Reviews project process and evaluate results.
- Evaluates Contractor capabilities to provide required quality and maintain schedule.
- Makes frequent decisions using principles and professional independent judgment.
- Conducts investigations and tests that are of considerable complexity and importance.
- Adjusts and compensates for implementing quality assurance and achieving optimal results in fully occupied, active, and secure project site.
- Non-managerial responsibilities include mentoring, coordination, field oversight, and direction of AECOM and consultant staff assigned to the same project(s) to ensure continuous improvement, and quality completion of assigned and delegated tasks and project responsibilities supporting the contract requirements and client satisfaction.
MINIMUM REQUIREMENTS
- Bachelors Degree plus six (6) years of related experience or demonstrated equivalency of experience and or education providing QA/QC management and on-site inspection on construction projects.
PREFERRED QUALIFICATIONS
- Bachelors Degree in a construction related field specifically: Construction Management, Construction Engineering, Engineering, or Architecture.
- Prior experience leading the QA/QC and inspection major site infrastructure, horizontal sitework, vertical construction replacement and modernization projects.
- Prior experience in the support and management of successfully completed design-build construction, including phased complex construction, or demonstrated equivalency.
- Professional Engineering Certification, License or Architectural Registration, CMAA or PMP Certification.
- Seven (7)+ years of experience leading the QA/QC and on-site inspection for construction projects, leading the QA/QC and on-site inspection for construction projects with major site infrastructure, horizontal sitework, vertical construction replacement and modernization
- Prior experience working on GSA and/or other federal agency or government construction projects including LPOEs or demonstrated equivalency at operational, complex, secure facilities such as DOD / secure military bases/compounds, Airports, Prisons, State or Municipal sites, complex DOT / Highway development, etc, or demonstrated equivalency.
- Familiarity if not competency with Federal contract administration, public contract codes, federal acquisition regulations.

- Due to the nature of this work assignment, United States Citizenship is required for US work authorization (*).
- Applicants must be able to successfully pass Tier 1 Federal Adjudication for an HSPD-12 Security Credential.
- AECOM background screening and fingerprinting will be required.
- Client background screening and fingerprinting and security adjudication will be required (*)

- Relocation and/or per diem may be available for this position - TBD.
- This position may be subject to a pre-employment Motor Vehicle Record Screening.
- Employees may be required to maintain additional AECOM sponsored federal training and certifications.
- Work Schedule is TBD but minimally will be five (5) weekday / eight (8) hour workdays and/or four (4) weekday / ten (10) hour workdays with occasional evening / night work but no weekend work anticipated due to heavy port traffic.
- Position is salaried (exempt).
- A valid driver's license, US Passport recommended as work is at an border crossing.

- Ability to safely move throughout an active construction job site, and in a harsh environment
(*) Due to the nature of the work assignments, applicant must be a US Citizen -or- have a Green Card with 24 mos of continuous US residency in order to qualify for the required adjudication in order to be considered fir Federal security clearance. Job hire is contingent upon the applicant successfully completing and passing the contractor adjudication and badging requirements for the HSPD-12 Tier-1 Security Credential. Successfully completing the Contractor Badging process is a non-negotiable condition for employment.
