DEPARTMENT SUMMARY: The laboratory departments provide many services to our multi-hospital organization and outreach community including: blood collection, processing, testing, and reporting of results, spanning all disciplines of laboratory medicine.

POSITION OVERVIEW: The Laboratory Manager Northern Campuses and Outreach manages the operations of the Laboratory services of St. Charles Healthcare System located in Redmond, Madras, and Prineville. Creates and maintains a work environment which is professionally challenging, caring, accountable, and in which caregivers function as a customer / safety focused team. Provides resource information for caregivers and other departments. The Manager is also responsible for strengthening relationships between the St. Charles Health System laboratories and clients throughout Central and Eastern Oregon. This position provides critical support through identification and articulation of client needs and by education of clients and potential clients to the range of services offered by the St. Charles Health System laboratories. This position serves as a key source of market intelligence for the St. Charles Health System laboratories.

This position directly manages the Madras, Prineville, and Redmond Laboratory caregivers.

ESSENTIAL FUNCTIONS AND DUTIES:

Create, inspire, and implement a department culture and leadership that embraces St. Charles Heath Systems vision. Coach and lead staff to achieve and exceed the standards required to accomplish this. Continually evaluate and adjust the steps necessary to meet this vision and motivate staff to achieve this in their daily work.

Accountable for the long-term strategic performance of the Northern campus laboratories, including the identification of business development opportunities and the successful execution of strategic initiatives.

Develops and implements annual plan including goals for department with director, managers, and supervisors.

Liaison for inpatient care areas, and outpatient clients and customers, regarding any laboratory related issues or concerns.

Identify and improve all lab processes for maximum customer satisfaction, efficiency, and safety.

Responsible for updating and/or writing new procedures and work instructions related to the Laboratory.

Ensure compliance with regulatory requirements.

Initiates Electronic Health Records (EHR) interface requests in support of clients.

Collaborates with St. Charles Health System Laboratory Information Technology (IT) staff to establish new and support existing client interfaces. Facilitates cooperative efforts to continuously monitor, audit and improve information services.

Facilitates client communication and consultation with laboratory technical specialists and Pathologists.

Maintains communication with all local and regional referring sources. This includes traveling to referring communities to build and establish trust and effective two-way communication.

Serves as primary liaison, point of contact and advocate for all St. Charles Health System laboratory outreach business.

Responsible for budget development, regular monitoring, accountability and meeting all operational targets for all areas within span of control.

Hires, directs, coaches, and monitors the performance of all direct reports, to develop and maintain a high performance team that meets organizational and department goals.

Monitors and ensures all direct reports are current with compliance and safety requirements. Implements and manages all organizational safety directives and goals.

Provides and oversees teams delivery of customer service in a manner that promotes goodwill, is timely, efficient, and accurate.

Collaborates with teams to review processes and identify/implement opportunities for improvements, applying Lean principles, concepts, and tools.

Supports the vision, mission, and values of the organization in all respects.

Supports the Lean principles of continuous improvement with energy and enthusiasm, functioning as a champion of change.

Provides and maintains a safe environment for caregivers, patients, and guests.

Conducts all activities with the highest standards of professionalism and confidentiality. Complies with all applicable laws, regulations, policies, and procedures, supporting the organizations corporate integrity efforts by acting in an ethical and appropriate manner, reporting known or suspected violation of applicable rules, and cooperating fully with all organizational investigations and proceedings.

May perform additional duties of similar complexity within the organization, as required or assigned.

EDUCATION:

Required: Bachelors, Masters, or Doctoral degree in a chemical, physical, biological, or clinical laboratory science from an accredited college or university required.

LICENSURE/CERTIFICATION/REGISTRATION:

Required: Current certification or licensure as a Medical Laboratory Technician, Medical Technologist, Clinical Laboratory Scientist or Medical Laboratory Scientist required (ASCP or equivalent). Valid Oregon drivers license and ability to meet St. Charles Health System driving requirements. Ability to travel to business functions/trainings/meetings and all St. Charles Health System worksites.

EXPERIENCE:

Required: Minimum three years of experience as a laboratory generalist. Minimum one year of experience in a lab management role (coordinator, supervisor, or manager).

PERSONAL PROTECTIVE EQUIPMENT:

Must be able to wear appropriate Personal Protective Equipment (PPE) required to perform the job safely.

Intermediate to advanced proficiency in Microsoft applications (Word, Excel, and Access), database management, and document preparation.

PHYSICAL REQUIREMENTS:

Continually (75% or more): Use of clear and audible speaking voice and the ability to hear normal speech level.

Frequently (50%): Sitting, keyboarding operation

Occasionally (25%): Standing and walking lifting/carrying/pushing or pulling 1-10 pounds, grasping/squeezing, operation of a motor vehicle

Rarely (10%): Bending, stooping/kneeling/crouching climbing stairs climbing ladder/step-stool (varies by area), reaching overhead lifting/carrying/pushing or pulling 11-25 pounds.
