DEFINITION
Under general supervision, the Water Resources Laboratory Technician performs a variety of technical tasks in support of activities in the laboratory of the Water Resources Division.Assignments may include, but are not limited to sampling, testing, and routine quantitative and qualitative analyses related to process control, industrial/commercial discharges, and regulatory requirements for water, wastewater, and solid waste; maintenance of laboratory equipment, materials, and records; and performs other duties as assigned.
DISTINGUISHING CHARACTERISTICS
This classification is distinguished from all other technical classes of the City by its specialized assignments in support of laboratory work which requires following established standard operating procedures and scheduled maintenance, analysts, calibration, and sampling. After an initial training period, persons assigned to this class work independently performing routine and non-routine laboratory work using appropriate safety precautions.
SUPERVISION RECEIVED
General supervision is provided by the Water Resources Coordinator - Laboratory.Supervision and work assignments may be provided by the Public Services Supervisor.
SUPERVISION EXERCISED
May provide direction to interns and temporary employees.
Examples of Important and Essential Functions
Laboratory
Performs various physical, chemical, biochemical, and bacteriological tests on liquids, gases, and solids in a competent manner; operates and maintains general and specialized laboratory equipment; organizes and maintains work areas to promote efficiency and safety; samples or assists in sampling various processes and flow streams; advises supervisor of unusual test results and problems; recommends changes in methods and procedures to improve laboratory operations and safety; and assists in calibrating and maintaining a variety of laboratory and field monitoring and sampling equipment.
Quality Assurance Program
Performs work in accordance with acceptable analytical quality assurance parameters; maintains quality control reports; and completes all scheduled analytical requirements and preventive maintenance in support of this program.
Administrative Support
Maintains records and reports of work performed; completes laboratory data computer entries in a timely fashion; communicates effectively, both orally and in writing; and relates effectively to those contacted in the course of work.
Job Related and Essential Qualifications
Demonstrated Knowledge of:
Basic water and wastewater laboratory methods, test procedures, techniques, equipment, and safety practices; mathematics, including algebraic calculations and statistical analysis; and personal computer operating systems and software applications for the laboratory.
Demonstrated Skills to:
Safely perform laboratory tests with a high level of precision and accuracy; maintain accurate, up-to-date records; maintain laboratory and laboratory equipment in a clean, orderly, and functional manner; perform routine laboratory work independently; communicate effectively, both orally and in writing; maintain quality control and all computer support applications; and exemplify an enthusiastic, resourceful, and effective service attitude with those contacted in the course of the work
Ability to:
Learn and apply rules, regulations, and practices of the City of Livermore; and exercise initiative and creativity in performing assigned duties.
Experience, Education, and Training Guidelines:
Any combination of experience, education, and training that would provide the best qualified candidate. A typical way to obtain the knowledge, skills, and abilities would be:
Experience: One year of laboratory work in a water, wastewater, industrial, or commercial laboratory. Experience in an activated sludge wastewater treatment plant is desirable. Personal computer experience is desirable.
Education: Equivalent to graduation from high school supplemented by college level courses in chemistry and/or biology. An Associate degree in chemistry, biology, or closely related field is desirable.
Training: Any recent training such as academic courses and certification programs which are relevant to this job classification.
License: May require the possession of a valid California driver's license and a satisfactory driving record as determined by the City.
Certification: Possession of a Grade I Laboratory Analyst certificate issued by the California Water Environment Association is required within two years of appointment.
Other Requirements: Willingness and ability to work scheduled and emergency overtime; work on call, as required; wear protective clothing and safety equipment as appropriate; work under all conditions such as hot, cold, and inclement weather; occasionally travel locally and out of town to attend meetings and seminars during work and non-work hours; and perform job duties as required at alternate sites.
Special Requirements: Essential duties require the mental and/or physical ability to read fine print and computer monitors and to detect slight gradations of color; make keen and accurate observations; detect and tolerate odors; climb stairs and ladders; stand and/or walk for long periods of time; and safely lift and maneuver laboratory supplies and equipment weighing up to 50 pounds.
