Buckeye Partners is currently seeking a Specialist, M&QC I with 2 years’ pipeline/terminal experience with quality and measurement exposure preferred in the Oil & Gas Industry to join our team!

Role Summary:

Responsible for implementing measurement and quality control policies, training, and supporting asset teams within the assigned district.

Responsibilities & Essential Functions include:

  • Develop a strong foundation in terminal and pipeline measurement principles, including meter factor analysis, over/short monitoring, and quality control procedures.
    • Master product sampling, testing, and quality specifications while ensuring compliance with regulatory requirements.
    • Assist in the installation, setup, calibration, and monitoring of new measurement or quality monitoring equipment. Update measurement and lab equipment databases.
    • Assist in the resolution of measurement and quality problems. Obtain assistance where necessary when troubleshooting or investigating problems.
    • Assist and advise shippers, as needed, to maintain conformance with Buckeye measurement and quality control policies.
    • Review terminal meter factor exceptions weekly and recognize changes/issues (Meter Factor Regression Tool, Terminal Meter Factor Tool, etc.).
    • Maintain updated pipeline meter and prover information in centralized database (BLIS).
    • Lead prover setup, waterdraw and return to service, and coordinate waterdraws with Field Operations, Scheduling, and waterdraw contractor. Witness Buckeye and connecting facility waterdraws.
    • Monitor pipeline and terminal over/short monthly and terminal folio comments and recognize changes/issues.
  • Train field personnel on:
    • Product sampling, testing, cut procedures, product specifications, regulatory requirements, and response to quality problems.
    • Measurement procedures, tolerances, and response to measurement problems.
  • Participate in investigation of Operational Incidents. Document details and findings in an online incident reporting tool. Prepare Investigation Reports when required.
  • Audit terminals and pipelines under the Buckeye Measurement Audit program. Identify Action Items, responsible parties, and completion dates and follow-up to ensure action items are completed.
  • Present Operational Excellence periodic updates to field locations.
  • Support Terminal Operations in various aspects of blending (busted blend remediation, ethanol/biodiesel content, midgrades) and additive injection (lubricity HFRR tracking, red dye content, cold flow, conductivity, gasoline VARs, etc.).
  • Maintain proficiency in Citrix (CC SCADA software) for quality and measurement investigations.
  • And other duties as assigned.

Position Requirements:

  • Bachelor's Degree in a technical discipline preferred.
  • High School Diploma or equivalent will be honored if candidate possesses 2+ years of terminal or pipeline operations experience with quality or measurement exposure.
  • Valid driver’s license
  • Up to 30% travel.

Other Skills, Attributes and Abilities:

  • M&QC Specialist I is on-call 24 hours per day, 7 days per week to handle measurement or quality problems.
  • The M&QC Specialist I is expected to coordinate with a variety of stakeholders when working on projects or problem resolution. Proper interaction, using tact and discretion with suppliers, shippers and outside testing facilities is also required to make correct decisions concerning product quality in a timely manner. Good written and oral communication skills, presentation skills, and organizational and scheduling skills are essential.
  • Position requires ability to travel but is otherwise office-based.
  • Physical demands include visiting field locations where there is potential for being near construction activity and participating in M&QC tasks including climbing tanks.
  • This is a visible position where public speaking will be required from time to time to address both internal and external audiences.
  • As a service-oriented job, the position requires a great deal of scheduling flexibility and responsiveness.

  • This position requires the ability to safely and successfully perform essential job functions consistent with ADA, FMLA and other federal, state and local standards, including meeting qualitative and or/quantitative productivity standards.
  • This role requires the ability to maintain regular, punctual attendance consistent with the ADA, FMLA and other federal, state and local standards.
  • This position requires compliance with all personnel policies.

Physical & Safety Requirements:

  • Normal office but with Field involvement
