Job Description and Duties

Under the general direction of the Manager (Environmental Program Manager I) of the CEQA and NEPA Support Section (Section) within the Environmental Services Branch (Branch), the incumbent is responsible for the day-to-day supervision of unit employees assigned to Delta Conveyance Project (DCP) environmental compliance, permitting, restoration, and mitigation, and other programs that are critical to the State's future water supply operation. As a matrixed multi-disciplinary environmental team, the Branch provides comprehensive and specialized environmental regulatory compliance services to support the Department's wide range of activities. The incumbent will also coordinate consultant personnel working under contract to the Department of Water Resources (DWR), and review work to ensure objectives are achieved and conform with DWR policy.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

We are seeking a candidate to lead, organize, and supervise staff and activities involved in developing and reviewing a broad range of analyses and documents for California Environmental Quality Act/National Environmental Policy Act compliance and Tribal consultation and engagement for DCP. The successful candidate will also provide leadership in preparing and maintaining detailed project schedules to ensure timely completion of tasks. In addition, candidates must have experience supporting the preparation and management of Administrative Records and litigation support documentation related to environmental projects. Candidates will provide coordination and oversight for DCP environmental permitting, including those under the Clean Water Act, and associated documentation necessary to implement construction-related activities; provide regular project communication and guidance to staff and supervisor; prepare and present briefing documents for the Division, DCO, and Executive leadership; and support environmental compliance efforts in the Branch and for other SWP-related projects and activities.

The position requires that the incumbent have the ability to: 1) establish and maintain cooperative working relationships as part of an interdisciplinary and inter-agency team; 2) make periodic technical presentations to public groups and other agencies; 3) review and analyze scientific data for accuracy and compliance to reach sound conclusions and take effective action; 4) speak and write effectively; 5) use a PC and utilize Word and Excel; and 6) maintain a level of professional integrity and trustworthiness commensurate with responsibilities.
