Overview The Senior Health Scientist will support a national project that monitors tobacco product use among youth in the United States, both nationally and in select states. The project aims to strengthen existing surveillance systems by providing timely, reliable data to evaluate the impact of e-cigarette flavor restriction policies. This includes analyzing retail sales data and conducting surveys to track e-cigarette and other tobacco product use, as well as related behaviors among youth and young adults.
In this role, the Senior Health Scientist will contribute to the Tobacco Epidemic Evaluation Network (TEEN+) longitudinal study and retail sales data efforts. Responsibilities include creating and managing cloud-based Structured Query Language (SQL) databases, supporting data sharing through the Virtual Data Enclave (VDE), and managing data use agreements. The position also involves setting up and maintaining a SQL environment, using extract, transform, and load (ETL) processes to organize and clean data from multiple sources.
In addition to data infrastructure and management, the Senior Health Scientist will contribute to the design, analysis, and dissemination of public health research, including the development of reports, visualizations, and publications. The position requires close collaboration with interdisciplinary teams, external partners, and public health agencies, and may support additional project activities as needed.

Duties and Responsibilities Oversee the management, integration, and analysis of complex datasets, including school-based surveillance systems, retail sales data, and web-based survey platforms, ensuring methodological rigor and data integrity. Lead the synthesis of analytical findings into comprehensive reports, data visualizations, and scientific publications for dissemination to federal agencies, academic institutions, and national conferences. Collaborate with interdisciplinary teams and external partners to develop joint analyses and strategic publications that inform public health policy and practice. Ensure compliance with data quality assurance standards and continuously improve analytical frameworks and quality control processes to support evidence-based decision-making. Design, implement, and evaluate public health studies, including the development of study protocols, analytical plans, and survey instruments. Develop and manage secure, cloud-based data systems, including Structured Query Language databases hosted on platforms such as Microsoft Azure, and oversee extract, transform, and load processes to maintain data accuracy and consistency. Administer data use agreements and manage secure access to the Virtual Data Enclave, including responding to data inquiries and generating customized data subsets. Coordinate with informatics specialists, enterprise architects, and information technology personnel to ensure that data infrastructure aligns with organizational security and privacy standards, and to facilitate safe and efficient data sharing. Apply software engineering principles, including version control, automated testing, continuous integration and deployment, and peer review, to ensure robust, scalable, and reproducible data solutions. Provide technical guidance to public health agencies and respond to requests for scientific and analytical assistance. Support cross-cutting public health initiatives and special projects as assigned, with flexibility for up to 10% domestic travel.
Qualifications Masters degree required in public health, epidemiology, biostatistics, statistics, economics, demography, computer science, or a related field. Minimum of five years of relevant experience in data management, cleaning, and analysis, preferably within public health; experience in tobacco control preferred. Advanced proficiency in programming languages commonly used in data engineering, such as Python, Java, Scala, SQL, or R. Candidate should be able to implement data automations within existing frameworks. Demonstrated experience managing large-scale datasets, including survey and retail sales data, with knowledge of sampling, weighting, imputation, and data interpretation. Experience with cloud-based SQL environments (e.g., Microsoft Azure), including ETL processes and secure data sharing practices. Familiarity with Institutional Review Board (IRB) protocols and data governance standards. Strong communication, collaboration, and organizational skills, with the ability to manage multiple priorities and mentor junior staff.
