Performs highly specialized professional-level work in the Environmental Enhancement and Restoration Division. Responsible for planning, coordinating, implementing, and administering complex environmental and regulatory programs related to sea turtle and manatee conservation and protection. Responsible for managing the sea turtle lighting compliance program, which includes initiating enforcement, reviewing and approving sea turtle lighting permits for new construction or new artificial lighting proposed within jurisdictional boundaries, coordinating with properties on compliance efforts, organizing and analyzing data, managing files, and maintaining associated databases. Oversees and executes contracts related to permit-required sea turtle nesting surveys for beach-construction projects and in-water sea turtle research activities; reviews all data and deliverables associated with the contracts and maintains excellent communication with associated contractors. Manages data, agreements, and conducts plan review associated with the County's manatee protection plan and participates in aerial surveys via helicopter to assess manatee abundance and migration patterns throughout the County. Oversees agreements with local law enforcement agencies who conduct on-water patrols of manatee speed zones during manatee season, tracks progress, and analyzes deliverables. Performs educational/outreach presentations and events for the sea turtle and manatee programs, including state-permitted activities such as public nighttime sea turtle watches and public hatch success evaluations. Conducts and coordinates stranding activities and submits reports through the state's database. Coordinates with other local organizations, marine turtle permit holders, and state and/or federal entities on sea turtle and manatee conservation throughout the County. May assist in other section duties such as water quality monitoring and sampling, Self-Contained Underwater Breathing Apparatus (SCUBA) diving for reef surveys, or other tasks as they arise. Work is predominantly office-based, with field work that varies throughout the sea turtle and manatee seasons. Work is performed under the direction of an Environmental Program Supervisor and is reviewed through conferences, reports, and feedback from the regulated community and special interest groups.

QUALIFICATIONS:

Bachelor's Degree in one of the Physical/Natural Sciences, Environmental Studies, Planning, Geography, or Coastal Engineering; minimum of two (2) years of professional experience in environmental protection/regulation or natural resources management OR one (1) year of professional experience working directly in coastal, reef, and estuarine management and construction.

Equivalencies:

  1. Related Ph.D.

  2. Related Master's Degree AND one (1) year of related professional experience

  3. Unrelated Bachelor's Degree AND three (3) years of related professional experience

  4. Associate's Degree AND four (4) years of related professional experience

  5. Graduation from high school/equivalent recognized certification AND six (6) years of related professional experience.

PREFERENCE FOR EXPERIENCE WITH: Database systems/scientific data collection and analysis in coastal systems; using MS Word, Excel, and PowerPoint; sea turtle nesting and monitoring/sea turtle and manatee stranding rescue response; sea turtle outreach activities, nighttime public turtle watches, and public hatch success evaluations; contract, permitting and grant administration; environmental assessment, monitoring and/or compliance; public speaking, developing presentations and promotional material or outreach; interagency coordination work under a marine turtle permit; driving and safely maneuvering trucks, trailers, ATVs and boats. Also desirable: An advanced SCUBA Diving Certification.
