The San José Police Department is seeking to fill a Police Forensic Analyst I/II position within the Sexual Assault Investigations Unit (SAIU). This is a temporary (Overstrength) positions that are anticipated to be funded through June 30, 2026, subject to further extension as appropriate. If this position is not extended through the budget process, the city may seek to place you in other internal job opportunities based on your previous work experience.

The Sexual Assaults Investigations Unit (SAIU), is one of the major investigative units in the Bureau of Investigations (BOI). The unit conducts follow-up investigations of all sexual assault related crimes and other misdemeanor crimes. It assists the Bureau of Field Operations (BFO) and other BOI units with investigation of serious felony crimes and other major incidents. In addition, SAIU publishes fliers and provides services to the Department and other allied law enforcement agencies. The unit has one Lieutenant, five Sergeants, seventeen Officers, one Police Data Specialist II (PDSII), one Senior Office Specialist, one Senior Analyst, four Child Forensic Interviewers, and two current vacancies for Police Forensic Analysts.

It is essential and imperative that those who work in SAIU have the ability to work in a sensitive environment with exposure to graphic language and images relating to sexual assault investigations; and have the ability to think outside of the box in the collection of data and intelligence unique to cold case investigations.

The essential job duties for this position include but are not limited to the following:

  • Handle and disseminate sensitive information including but not limited to the potential exposure to victims, suspects, reports, photographs, and video of a sexually explicit nature involving both adults and children;
  • Collecting, correlating, and analyzing criminal intelligence information for unsolved Sexual Assault cases that is obtained through criminal informants, state and federal reports, field agents, criminal investigative reports, media contacts and reports, local law enforcement contacts, and agency systems. This analyzed information is provided to law enforcement officials at local, state, and federal levels who have established the need to know and right-to-know. Information is disseminated both orally and written. Written documents take the form of memos, letters, Criminal Intelligence Reports (CIRs) and special reports;
  • Be responsible for tracking the progress of Sexual Assault Kits (SAKs) from testing through final adjudication. Including the update, enhancement, and possible implementation of new strategies for the tracking of Sexual Assault Kits (SAKs) to ensure milestones are met;
  • Enter qualified sexual assault cases into the FBIs Violent Criminal Apprehension Program (ViCAP);
  • Comprehensively audit the Partially Tested Sexual Assault Kits (SAKs) in the Departments possession;
  • Monitor the statute of limitations for upcoming time-barred cases;
  • Monitor the Combined DNA Index System (CODIS) for DNA profile identification and/or cases-to-case matches to review and re-open for investigation;
  • Provide criminal history information, criminal intelligence, motor vehicle, regulatory, corporate information, and any additional intelligence needed to target and prosecute suspects;
  • Demonstrate the ability to work with a minimum amount of supervision, and make operational decisions including the gathering, collating, and analyzing of pertinent information;
  • Design computer assisted reports as requested;
  • Develop visual aids, such as link analysis, cell data record analysis, and time-line analysis for use in briefings and reports. These visual aids are also used in the investigation and/or prosecution of crime subjects;
  • Report activities in the Sexual Assault Kit Initiative (SAKI) projects Performance Metric Tracking (PMT) quarterly report;
  • Perform other duties as related to and as needed for the units operations at the direction of the Unit Commander or designee.

Police Forensic Analyst I Hourly Range: $43.20 - $52.20

Police Forensic Analyst II Hourly Range: $47.13 - $57.29

These amounts include an approximate five percent (5%) ongoing non-pensionable pay. Actual salary shall be determined by the final candidates qualifications and experience.

Education and Experience Police Forensic Analyst I A Bachelors Degree from an accredited college or university in Public Administration, Business Administration, Information Management, Criminal Justice, or closely related field. Police Forensic Analyst II A Bachelor's Degree from an accredited college or university in Public Administration, Business Administration, Information Management, Criminal Justice, or closely related field AND two (2) years of increasingly responsible professional forensic analytic or investigation experience, including conducting studies, organizing and analyzing data, and preparing reports and recommendations or conclusions. Required Licensing (such as drivers license, certifications, etc.)
  • Possession of a valid State of California Drivers License.
  • Ability to successfully pass a comprehensive background investigation including a polygraph.

Desirable Qualification s

  • Experience:
    • At least one (1) year in a law enforcement agency utilizing multiple police information systems, performing research, and compiling crime data.
    • Working knowledge and experience of the National Sexual Assault Kit Initiative (SAKI) Project;
    • Experience in cold case investigations and training in the FBIs Violent Criminal Apprehension Program (ViCAP);
    • Experience in Open Source Intelligence (OSINT) and Library systems to collect information unique to cold case investigations where cell phones and social media were not components of the investigations at the time; and
    • Experience with investigations pre-technology.
  • Certification in Crime and Intelligence Analysis.
  • Knowledge of the information needs and objectives of police officers and other users of data.
  • Ability to make presentations to varied end users throughout the Department.
