The Laborory Informion Manager (LIM) is a Clinical Laborory Scientist assigned to the Laborory Service. The LIM serves as the primary laborory Automed Da Processing Applicion Coordinor (ADPAC). Duties include but are not limited to:

Carries out day-to-day operions reled to laborory computer use by providing technical, analytical, and automed da processing support to the laborory.

Interfaces all laborory equipment and is responsible for file setup and maintenance interface setup for point-of-care testing in the Lab and the CBOCs.

Serves as the principle contact for all laborory interactions with the facility Office of Informion Technology (OIT) department, Biomedical Services, and Clinical Applicions Coordinors (CAC).

Facilites communicion between facility, VISN, and OIT. Communices with nional or VISN groups working on laborory informion systems to stay informed on upcoming changes, improvements, and issues.

Develops, maintains and implements policies and procedures reled to the healthcare informion system (HIS)/laborory informion

system (LIS) in accordance with regulory requirements.

Monitors and improves the HIS/LIS interfaces utilized by providers to order tests and look up laborory results.

Provides consultion and training of personnel on computer functions, including ordering options, and responsible for the maintenance of computer security keys.

Assists laborory staff with laborory computer hardware and software issues and coordines installion or upgrades.

Works with CAC teams concerning lab-reled issues such as quick orders, order entry errors, new test placement, physician educion, workload/encounters, etc.

Implements new pches or changes in instrumention in a timely manner and tests thoroughly to identify problems in ordering, accessioning, or resulting laborory tests.

Detects, promptly addresses, and resolves disruptions in the laborory service stemming from the software package, instrument interfaces, or middleware.

Ensures interfaces with instrumention and key printers are maintained.

Implements back-up systems during periods of computer downtime.

Performs work for the bar code expansion coordinor and the laborory expert system.

Responsible for the development, deployment, and maintenance of Instrument-Manager-based decision support algorithms (rules).

Maintains applicable LIS documention in accordance with VHA Directives and all accrediting agencies.

Generes reports required for workload monitoring, quality, billing, and turnaround time.

Analyzes emerging trends, software, and technology and adopts approprie methods for local programs to meet agency goals.

Participes in laborory informion management procedures and practices to determine how effectively current goals are being met and how services could be improved through changes in automion or informion systems.

Promptly reports all variances, incidents, and/or deviions from policy as required and in accordance with policies and procedures.

Assists in the preparion for regulory inspections by reviewing and ensuring compliance with all regulory requirements and participes in the inspection of in-house and external facilities as required.

Represents the Laborory Service on several committees and meetings reled to ADPAC responsibilities and maintains current enrollment in the ADPAC nional and local mail groups.

Experience. 1 year of creditable experience equivalent to the next lower grade level is required for all GS-12 assignments.

Knowledge, Skills, and Abilities. In addition to the experience above, the candide must demonstre the following KSAs:

Knowledge of concepts, principles, and methodology of clinical laborory technology in relion to laborory informion systems.

Knowledge of laborory operions and their relionship to the organizion.

Knowledge of laborory computer systems sufficient to implement various laborory associed packages and sustain operion of the laborory system.

Knowledge of compliance and regulory requirements for laborory functions.

Ability to adapt, implement and integre the use of software to specific laborory applicions and processes, including the use of office automion software.

Ability to independently plan, organize, set priorities, work as a team member, and effectively complete assignments.

Assignment. The CLS develops and recommends new policies and procedures regarding installion and use of the laborory informion system (LIS) in conjunction with the overall hospital informion system (HIS). This individual provides authoritive advice and consultion on the informion system as it applies to the clinical laborory. The CLS advises all organizional levels on functions and capabilities of the LIS. The individual implements and maintains coding and mapping for laborory test ordering, reporting, billing, and workload recording while considering compliance principles. The CLS analyzes emerging trends, software, and technology and adopts approprie methods for local programs to meet agency goals. The CLS serves as the local expert for nional software developers for testing and validing software packages. They are responsible for compliance with regulory agency requirements as reled to informion systems, and they perform audits as needed. The CLS consults with and trains personnel on computer functions, including ordering options, and is responsible for the maintenance of computer security keys.

Preferred Experience: Understanding of basic to immedie computer system networking. Knowledge of da extraction applicion and da presention. Knowledge and exposure in troubleshooting interface issues. Knowledge on how lab tests are build and the different test coding like LOINC, CPT and NLT codes.
