Develops objectives,policies, and procedures for core Laboratory Services to formalize andimplement the mission, vision, andvalues of Billings Clinic. Maintains the standards, customer relations, andpractices within Laboratory Services.Accountabilities include: quality of services; short and long range planningto achieve goals and objectives; fiscalcontrol; physician and interdepartmental/intradepartmental relations; personnel management.
EssentialJob Functions
Develops and oversees core Laboratory Services to ensureadherence to organizational mission, vision, values, strategic goals, andbusiness strategies. Interprets and supports the mission and philosophy ofBillings Clinic. Responsible for promotion of, and adherence to, the elementsof Billings Clinics Code of Business Conduct and corporate compliance program.
In collaboration with the Director, physician andpathologist leadership and other medical staff, administration, and otherhealth care providers, develops and implements short and long range plans, andleads, develops and revises programs which enhance department services.
Provides leadership andoversight for the daily operations within the laboratory.
Develops, maintains andimplements general lab and organizational policies relevant to the provision oflaboratory services.
Responsible for CAPpreparations and readiness
Works closely with thePathologists to identify and resolve operational issues/concerns
Assist and supports theDirector with various project management needs to include data gathering,financial analysis, Performa, ROI, capital equipment requests, etc.
Responsible for management ofthe daily operations and service deliverables for all areas of the laboratory
Participates in the development of a cost effectiveannual budget. Manages the budget for core laboratory responsibilities.
Manages supply inventory andutilization and seeks opportunities to reduce costs while maintaining quality
Actively participates inOperational Excellence initiatives and projects
Responsible for management oflaboratory productivity and monitoring and oversight of the variance reports.Responsible to implement corrective actions to facilitate process changes.
Practices process improvement principles to assess andimprove the quality of the service/care provided within Laboratory Services.Maintains competency in all organizational, departmental and outside agencyenvironmental, employee or patient safety standards relevant to job performanceand ensures compliance of the department and staff.
Develops, maintains andimplements an effective quality control and quality assurance programs in allareas of the laboratory
Reviews and conductsinvestigations of any HIPAA violations and/or occurrence reports. Implements correctiveaction as may be needed to improve the workflow or processes to prevent futureincidents.
Responsible for managing thelaboratory equipment maintenance program in the main lab and within theregional clinics.
Responsible for the variousorganizational quality and/or accreditation initiatives
Develops, retains, recruits, and leads a talented teamcommitted to accomplishing the goals and objectives of Billings Clinic.Recommends, implements, and evaluates plans and systems that assure sufficient numberof qualified and competent staff to provide care/services. Adheres toadministrative policies and procedures relating to human resource management.
Provides oversight for theinterviewing and hiring of all laboratory staff
Completes performance andcompetency assessments and/or reviews as appropriate (i.e., 30 day meeting, 90day meeting, probationary and annual performance reviews)
Develops and implementsorientation programs for new staff and current staff, staff training,proficiency testing and competency validations, staff in-services and staffmeetings. Ensures completion of all required annual mandatory education. Worksclosely with Human Resources to ensure timely primary source verification ofall required licensures.
Works closely with HumanResources on employee relations issues. Works with the laboratory supervisorsto provide appropriate coaching, counseling and/or disciplinary action as maybe needed.
Promotes laboratory servicescareers through the involvement and management of the student internships andactivities within the department to ensure a quality experience for the studentand Billings Clinic
Demonstrates and encourages an ethic of opencommunication and teamwork throughout the organization. Builds an environmentof shared commitment to Billings Clinics goals and responsibility to achievequality outcomes. Provides consultation for related concerns and acts as acustomer advocate by demonstrating sensitivity to ethical and legalramifications of practice.
Participates in evaluation, selection and integration ofhealth care technology and information management systems that support qualityof care/financial needs and the efficient use of resources.
Performs other duties as assigned or needed to meet theneeds of the department/organization.
Supports and models behaviors consistent with Billings Clinics mission, vision, values, code of business conduct and service expectations. Meets all mandatory organizational and departmental requirements. Maintains competency in all organizational, departmental and outside agency standards as it relates to the environment, employee, patient safety or job performance.

MinimumQualifications
Education
4 Year / Bachelors Degree
Bachelors degree relevant to service area preferred with 5years of experience in service area
Certifications/Licensure
Current licensure/certification in the State of Montana asappropriate or required for service line
Current Montana drivers license and the ability to beinsured to operate Billings Clinic vehicles
