By joining the Division of Waste Management, Recycling and Local Assistance Branch, Local Planning and Assistance Section as an Environmental Scientist III in Franklin County, you will have the opportunity to assist the Commonwealth with development, planning, implementation and assessment of waste management activities. You will oversee assigned counties with adherence to regulatory and statutory requirements for reporting and implementation of programs related to waste management.

Holders of the Environmental Scientist III position will complete tasks such as:

  • Conducts scientific review, evaluation and enforcement approval of county solid waste management plans and annual reports regulated by the division to determine compliance with environmental laws and regulations, evaluates environmental programs, agency guidelines and procedures.
  • Attends meetings, hearings and holds meetings/trainings with local government officials to discuss and evaluated activities impacting the environment and human health.
  • Provides education and assistance to local governing bodies
  • Advises and assist in implementing county's solid waste management plans in order to divert waste from landfills and protect the environment and human health through compliance with the regulations and statutes.
  • Works closely with local officials to develop local ordinances and regulations for facility siting and comprehensive waste management planning.
  • Prepares general outreach resource materials for local officials, general public and industry for distribution.
  • Assists county in public outreach through the development of specialized resources for distribution to the general public.
  • Conducts trainings/meetings for the public, local officials, and industry.
  • Maintains resources sorted by topic for public use on website.
  • Provides technical assistance and information regarding state regulations and statutes to facilities and local government officials.
  • Ensures productivity by meeting reporting requirements and completing administrative tasks related to record keeping.

Desired candidates possess the following requisite skills or experience applicable to the position:

  • Good communication skills, including public speaking in person and other means of technology.
  • Comfortable using a computer for a major portion of their time.

Minimum Requirements

EDUCATION: Graduate of a college or university with a bachelor's degree in a natural, biological or physical science OR Graduate of a college or university with a bachelor's degree including or supplemented by 20 semester hours in a natural, biological or physical science.

EXPERIENCE, TRAINING, OR SKILLS: Three years of experience in natural resources, environmental control, or a related area.

Substitute EDUCATION for EXPERIENCE: Graduate study in a natural, biological, or physical science will substitute for the required experience on a year-for-year basis.

Substitute EXPERIENCE for EDUCATION: Experience in natural resources, environmental control, engineering, or a related area will substitute for the required education on a year-for-year basis.

SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.): NONE

Working Conditions

Work is typically performed in an office setting. Incumbents in this class may perform work in the field with frequent travel on a statewide basis. An incumbent in the position may be subject to adverse weather conditions, exposure to snakes and insects, water-borne pathogens, broken glass, rusty metal in streams, and hazards common to operation of electro-fishing equipment, which require the following of safety procedures.

Probationary Period

This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
