Description\:
MassDEP seeks an Emergency Response Section Chief (ERSC) - Environmental Analyst V to join their team. The ERSC in the MassDEP Northeast Region directs and coordinates all activities in the regional Emergency Response section. The ERSC has the primary responsibility for all ER scheduling and staffing, to ensure 24-hour uninterrupted dispatch and field response coverage. The ERSC oversees all regional ER equipment procurement, vehicle maintenance, and public records management. All requests for overtime and standby pay by ER personnel are reviewed by the ERSC, for compliance with established MassDEP policies, procedures, and with the applicable collective bargaining agreement(s). In addition, the ERSC represents the regional ER program in meetings with other local, state, and federal responders.
Under the general supervision of the Bureau of Waste Site Cleanup (BWSC) Deputy Regional Director, the ERSC shall perform the following duties\:
- Oversee, manage and approve actions and work products of all ER staff.
- Voluntarily participate in on-call rotation assignments. Participation in an inverse seniority on-call pool may be required, in accordance with the terms of the Collective Bargaining Agreement, if necessary to maintain emergency on-call coverage.
- Direct ER personnel in a manner consistent with the existing NERO/ER Best Practices (BPs) and BWSC Standard Operating Procedures, and update BPs periodically to ensure that procedures are current and relevant, or as requested by regional management.
- Ensure the technical adequacy of all response actions overseen or implemented by ER staff, including PRP-lead and state-lead response actions, and that all Significant Incidents are communicated as specified in the BPs.
- Ensure that state-funded contractors are properly overseen and managed by ER staff, including the timely submittal and review of all documentation and invoices.
- Assist and oversee standby ER personnel, as requested and/or appropriate.
- Identify situations of non-compliance with the MCP and undertake enforcement actions or provide appropriate follow-up support.
- Participate in appropriate area, regional, or state response coordination workgroups, training sessions, or drills with response partners, including the US EPA, the US Coast Guard, and other federal, state, and local agencies.
- Meet with other regional ER Section Chiefs on a regular basis to help ensure consistency of operations.
- Obtain and/or maintain certifications as a Hazardous Material Technician, Asbestos Inspector, and other proficiencies as designated or assigned by a supervisor.
- Perform other duties as specified by a supervisor.
Preferred Qualifications\:
- Considerable professional experience in environmental sciences
- Knowledge and proficiency in physical, organic, and/or analytical chemistry
- Knowledge and proficiency in environmental emergency response, geology, hydrogeology, and biology
- Familiarity and knowledge of the use of respirators and other personal protective equipment
- Current OSHA HAZWOPER certifications for General Site Worker (40-hours)
- Ability and willingness to read, comprehend, and apply written technical and operational guidelines and directives
- Excellent organizational and time-management skills
- Knowledge of the principles, practices and techniques of supervision
- Ability to work independently and as part of a team
- Excellent written and verbal communication skills
- Ability to work in a stressful and dynamic work environment
- Knowledge of the Massachusetts Oil and Hazardous Material Release Prevention and Response Act (M.G.L., c.21E) and the Massachusetts Contingency Plan

MINIMUM ENTRANCE REQUIREMENTS\:
Applicants must have at least six years of full-time, or equivalent part-time, technical or professional experience in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, of which (B) at least four years must have been in a professional capacity, and of which (C) at least two years must have been in a supervisory, managerial or administrative capacity, or (D) any equivalent combination of the required experience and the following substitutions.
Substitutions\:
I. An Associate's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.*
II. A Bachelor's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of two years of the required (A) experience.*
III. A Graduate degree with a major in environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.*
*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually competed.
NOTE\: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience. No substitutions will be permitted for the required (C) experience.
