- Investiges, troubleshoots, and resolves da collection; laborory operional and user reported problems as it pertains to laborory informion software.
- Communices operional problems th impact on the medical center with users of the laborory package and assists in developing alternive solutions while considering potential risks and supports contingency plans of action.
- Develops individual programs; exact test plans and /or reports such as computer activity or user interface.
- Is the program liaison to laborory supervisors, managers, and clinical laborory scientists, who resolve problems surrounding laborory test da.
- Assists in the development and maintenance of guidelines with regard to da management.
- Implements and maintains coding and mapping of laborory test, ordering reporting, billing and workload recording taking into account compliance principles.
- Analyzes emergency trends, software, and technology and adopts approprie methods for local programs to meet agency goals.
- Participes in the development of Phology and Laborory Medicine policy and procedures with respect to informion management.
- Assists all levels of medical center staff in obtaining da and developing programs, options, menus and extract a variety of Informion Management activities.
- Provides technical assistance in setting up new, revised or up-ded da collection procedures and protocols and assists both anomic and clinical laborory staff in any operion and /or reporting problems.
- Aids in applying analytical techniques and systems evaluion methodology.
- Reviews the medical center lab results as well as other medical center's lab results within VISN2 to ascertain if the medical center is cost effective and productive in relion to other laborories in the VISN. Establishes da collection record keeping systems to assure the accuracy and validity of specified lab testing protocols by accessing lab computer programs.
- Integres and correles test da with other laborory and pient da to lead to conclusions th benefit the medical center.
- Modifies standard practices and adopts computer systems to solve a variety of computer software problems sometimes making departure from established approaches on order to meet the specific requirements of any assignment.
- Analyzes and makes recommendions on major projects and participes as a team member on large multi-disciplinary projects.
- Analyzes emerging trends, software, and technology and adopts approprie methods for local programs to meet agency goals.
- Advises all organizional levels on various aspects of the functions and capabilities of the laborory informion system.
- Identifies the cause of interface malfunctions by trouble-shooting when there are minor problems which the scientist must resolve on site or make the corrective action by contacting Bio- Medical Engineering or Manufacturer.
- Ensures compliance with local and nional policies and procedures and federal regulions.
- Ensures local compliance with informion and cyber security requirement.
- Reports and resolves clinical, business operional and technical issues through approved channels
- Assesses and monitors clinical workflow and outcomes pre and post implemention.
- Submits reports as requested.
- Serves as the local expert for nional software developers for alpha or beta testing of software packages.
- Carries out day-to-day operions reled to laborory computer use.
- Ensures the reliability and efficiency of electronic interfaces including reporting of results and reference laborory requests.

Generalist certificion as an MLS given by ASCP BOC or AMT.

GS-12 Clinical Lab Scientist (Lab Informion Manager)
Grade Determinions : In addition to the basic requirements for employment, candides must meet the following grade-determining criteria for placement:
Experience: 1 year of creditable experience equivalent to the next lower grade (GS-11) is required. This experience may include, but is not limited to; develops, performs, evalues, interprets, correles, and valides the accuracy of laborory procedures and results in line with current laborory regulory requirements.
Knowledge, Skills, and Abilities. In addition to the experience or educion above, the candide must demonstre the following KSAs:
(A) Knowledge of concepts, principles, and methodology of clinical laborory technology in relion to laborory informion systems.
(B) Knowledge of laborory operions and their relionship to the organizion.
(C) Knowledge of laborory computer systems sufficient to implement various laborory associed packages and sustain operion of the laborory system.
D) Knowledge of compliance and regulory requirements for laborory functions.
(E) Ability to adapt, implement and integre the use of software to specific laborory applicions and processes, including the use of office automion software.
(F) Ability to independently plan, organize, set priorities, work as a team member, and effectively complete assignments.
Preferred Experience: Specific training or educion reled to laborory result interfaces, auto-verificion, and rule-writing
Creditable Experience. To be creditable, the experience must have required the use of knowledge, skills, and abilities associed with current CLS practices. The experience sisfying this requirement may be paid or non-paid employment as a CLS in the health care field. Research laborory experience does not fulfill this requirement.
Part-Time Experience. Part-time experience is creditable according to its relionship to a full-time workweek. For example, an individual employed 20 hours per week, or on a half-time basis, would receive 1 full-time workweek of credit for each 2 weeks of service.
Quality of Experience. Qualifying experience must be a level comparable to CLS experience the next lower grade level of the position being filled. For all assignments above the full performance level (FPL), the higher-level duties must consist of significant scope, administrive independence, complexity, and range of variety as described in this standard the specified grade level and be performed by the incumbent least 25% of the time.

Basic Requirements :

GS-12 Clinical Lab Scientist (Lab Informion Manager)
Grade Determinions : In addition to the basic requirements for employment, candides must meet the following grade-determining criteria for placement:
Experience: 1 year of creditable experience equivalent to the next lower grade (GS-11) is required. This experience may include, but is not limited to; develops, performs, evalues, interprets, correles, and valides the accuracy of laborory procedures and results in line with current laborory regulory requirements.
Knowledge, Skills, and Abilities. In addition to the experience or educion above, the candide must demonstre the following KSAs:
(A) Knowledge of concepts, principles, and methodology of clinical laborory technology in relion to laborory informion systems.
(B) Knowledge of laborory operions and their relionship to the organizion.
(C) Knowledge of laborory computer systems sufficient to implement various laborory associed packages and sustain operion of the laborory system.
D) Knowledge of compliance and regulory requirements for laborory functions.
(E) Ability to adapt, implement and integre the use of software to specific laborory applicions and processes, including the use of office automion software.
(F) Ability to independently plan, organize, set priorities, work as a team member, and effectively complete assignments.
Preferred Experience: Specific training or educion reled to laborory result interfaces, auto-verificion, and rule-writing
Creditable Experience. To be creditable, the experience must have required the use of knowledge, skills, and abilities associed with current CLS practices. The experience sisfying this requirement may be paid or non-paid employment as a CLS in the health care field. Research laborory experience does not fulfill this requirement.
Part-Time Experience. Part-time experience is creditable according to its relionship to a full-time workweek. For example, an individual employed 20 hours per week, or on a half-time basis, would receive 1 full-time workweek of credit for each 2 weeks of service.
Quality of Experience. Qualifying experience must be a level comparable to CLS experience the next lower grade level of the position being filled. For all assignments above the full performance level (FPL), the higher-level duties must consist of significant scope, administrive independence, complexity, and range of variety as described in this standard the specified grade level and be performed by the incumbent least 25% of the time.
