Job Description

Purpose:

Under the general direction of a manager/supervisor, exercises primary technical and administrative responsibility for the operation of a large laboratory or group of laboratories engaged in chemical analyses of, and testing for, a wide variety of materials and substances. Works as lead/bench technologist in core laboratory (Chemistry, Hematology, Microbiology and specimen processing) and responsible for but not limited to; bench work, supervision of test performance by testing personnel, inventory management, staff scheduling, rotating weekends/shifts, laboratory maintenance, problem solving/reporting it to management and or other assigned tasks required for patient safety/optimal patient care and smooth operations. Collaborates with other sections and other areas within institution to provide the highest quality of care.

Specific Duties and Responsibilities:

The Associate Chemist Level III is charged with and responsible for:

1. Following the laboratory's pre-analytic and analytic procedures and maintaining records of tests, maintaining records that demonstrate that proficiency testing samples are tested in the same manner as patient specimens. Perform patient testing and adhering to the laboratory's quality assurance procedures, including documenting all quality control activities, instrument and equipment verifications, maintenance and preventive maintenance, following laboratory's policies and procedures whenever test systems are not within laboratory's established performance specifications, identifying and documenting problems that may adversely affect test performance, and notifying supervisor, assistant director(s) or director and documenting all corrective actions taken when test systems deviate from laboratory's established performance specifications.

2. Follows standard precautions, laboratory safety/infection control protocols, use appropriate PPE, clean/disinfect/decontaminate bench surfaces or equipment and does documentation as appropriate. Performs and ensures validation and performance verification studies, calibration verification and comparability studies as required. Receives/handles/in-lab/label specimens, ensures integrity, transcribes requisitions/orders if required, prints labels, separate and prioritize specimens for analyses, distribution to other section, reference laboratory, send out, preservation and storage. Ensure data integrity (generating, transforming, maintaining and assuring accuracy, completeness and consistency of data for a specimen inclusive all information collected, and data generated, to produce a test result).

3. Supervising testing personnel, monitoring and ensuring that acceptable performance specifications are maintained, including review of quality control, scheduled instrument and equipment maintenance and other quality assurance activities as assigned. Ensuring test system performance by initiating preventive and/or remedial actions when test procedures deviate from the laboratory's established performance specifications and in the event of nonconformances, ensuring that test results are not reported until corrective action has been taken and the test is performing according

to laboratory established performance specifications. Verifying that personnel are trained and deemed proficient prior to performing testing on patient specimens independently, ensuring that staff have competency assessments as needed and ensuring action is taken when personnel do not perform as expected on competency assessments.

4. Complies with laboratory SOP(s), patient confidentiality/safety/privacy, HIPAA and PHI rule, maintains standards of care, work on laboratory goals to prioritize patient safety/care and respond to inquiries courteously/accurately and in a timely manner and provide only necessary information admissible under the rules to the providers. Promote safe, cooperative and professional health care environment for patient/public health safety, optimal patient care, best laboratory practices, rules/regulations and demonstrates standards of performance and behaviors consistent with timely clock in and clock out, scheduled breaks, cell PHONE usage, dress code and rules of conduct. Coordinates department staffing and scheduling to ensure adequate shift and skill coverage and maintains laboratory/compliance records.

5. Ensures adequate operating supplies, appropriate inventory management, specimen handling and management including all pre-analytical, analytical and post analytical processing, recording/tracking of specimens, monitors/checks and document environmental conditions, physically inspect reagents, controls, calibrators and other supplies, checks lot number and expiration dates and does required documentation. Ensures Shift to shift communication to staff/supervisors about pending tasks and ongoing compliance to avoid safety/patient care issues. Assist in staff hires/training, competency assessment, performance appraisals and ensures tasks are timely completed. Knowledgeable about SOP(s) relevant to scope of services. Keeps self-abreast of knowledge/developments in laboratory medicine and compliance with continuing education requirements. Agree to comply with the terms of the Health Commerce Security and use policies as required. Minimum Qualifications

For Appointment to Assignment Level III

1. Valid license and current registration to practice as a Clinical Laboratory Technologist issued by the New York State Education Department (NYSED); and

2. Two (2) years of satisfactory full-time experience performing work in chemistry, biochemistry or related area(s).

For all employees who perform supervisory functions:

New York State Education Law, 8601 defines a laboratory supervisor" as an individual who, under the general direction of the laboratory director, supervises technical personnel and reporting of findings, performs tests requiring special scientific skills, and, in the absence of the director, is responsible for the proper performance of all laboratory procedures. For appointment to such a supervisory position, a candidate must, in addition to meeting qualification requirements of an applicable Assignment Level, as described above, meet one (1) of the qualification requirements of a laboratory supervisor, as outlined in Title 10, Section 58-1.4 of the New York Public Health Law.

There are three (3) Assignment Levels within this class of positions; all personnel perform related work.
