This position manages the operations of the laboratory, which conducts permit compliance monitoring as set forth by EPA and EPD regulations.

As the Laboratory Operations Manager, you will oversee the City's compliance testing program to ensure all water quality standards meet or exceed stringent EPA and EPD regulations.   • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
  • Coordinates, assigns, and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
  • Directs operations of the laboratory. Audits data generated by operations and laboratory personnel; prepares and submits reports for permit compliance.
  • Reviews agreements between the city and vendors for services rendered.
  • Provides technical advice and assistance to pretreatment, operations, stormwater, and conveyance staff.
  • Reviews regulations for permit impacts. Informs Directors of any issues affecting permit compliance. Ensures that all compliance, operating, and spill monitoring data and information are communicated clearly and effectively to appropriate departments.
  • Reviews capital outlay contracts for equipment purchase; reviews bids to ensure equipment meets bid specifications; submits capital outlay requests for the laboratory; monitors expenditures under the current budget.
  • Maintains laboratory inventory; orders supplies and chemicals. Generate and monitor requisitions and submit for payment when completed.
  • Tests new water treatment chemicals, processes, and testing methods.
  • Sets up, monitors, and evaluates processes and testing method trials.
  • Reviews testing data for compliance.
  • Performs other related duties as assigned.

Bachelor's Degree in Chemistry, Bacteriology, or a related field and four (4) years professional laboratory workexperience, including two (2) years involving advanced testing techniques such as spectrophotometry, chromatography, or atomic absorption or responsibility for quality control or assurance in a laboratory environment; or an equivalentcombination of education, training and experience that provides the required knowledge, skills and abilities.

Requires:

Laboratory Analyst Certification.

Water Plant Operator Class 1 Certification.

Additional Requirements

Background investigation, including supervised drug screen, post offer/pre-employment medical screen, and verification of education, certifications, and licenses required prior to employment.
