The CLS has full supervisory responsibility in a designed section of the laborory where the following conditions have been met. The CLS supervises a staff of nonsupervisory personnel including least one GS-12 subordine. The laborory performs least one million standard billable tests annually (as reported to the Laborory Management Index Program) and is designed by the Office of Productivity, Efficiency, and Staffing (OPES) VHA Facility Complexity Model History as a complexity level index group 1 or 2 based on the Hospital Complexity Level. The locion of the position is Phology and Laborory Medicine Service, VA North Texas Health Care System (VANTHCS), Dallas, Bonham, and Fort Worth Texas.

Duties may include but are not limited to:

Responsible for all aspects of operion in their area of specialty including preparion and maintenance of records and reports, analysis of testing methodologies, training, instrumention, and compliance.

Assesses work, recommends appointments, awards, advancement, and disciplinary actions of subordine staff.

Plans and assigns work based on priorities, adjusting staffing levels and work procedures to accommode resource allocions made the executive level.

Ensures compliance with rules and regulions of assorted regulory agencies such as CAP, TJC, AABB, OSHA, and the Nional Enforcement Office.

Verifies oriention, training, and competency assessment of assigned staff.

Establishes and monitors the quality of pre-analytical, analytical, and post-analytical processes, initiion corrective actions as need as part of the overall laborory quality assurance/management program.

Plans and implement performance and quality improvement projects th result in efficient laborory operion.

Serves as an expert providing authoritive advice and consultion for more markedly difficult, complex, unique, and/or emerging tests

requiring special knowledge.

Develops and updes technical policies and procedure manuals, maintaining proper document control.

Investige new equipment, instrumention, and technologies for procurement and oversees the execution for new testing and instrumention.

Responsible for technical and administrive management of an assigned areas including budget execution to include adeque par

levels for supplies.

Interacts with administrive and clinical onsite personnel and exercises significant independent decision-making authority.

Maintains effective interdisciplinary and interprofessional relions with other services to accomplish medical center goals.

Develops performance standards, position descriptions, and functional stements.

Basic Requirements :

Generalist certificion as an MLS given by ASCP BOC or AMT.

Grade Determinions :

Experience. 1 year of creditable experience equivalent to the next lower grade level is required for all GS-13 assignments.

Supervisory Clinical Laborory Scientist, GS-13: The CLS has full supervisory responsibility in a laborory where least three of the five following conditions are met outlined below

Oversight of more than one laborory specialty.

Knowledge, Skills, and Abilities. In addition to the experience above, the candide must demonstre the following KSAs:

Knowledge of professional clinical laborory science principles, practices, concepts, and theories th support sound, independent work.

Knowledge of laborory quality control and quality assurance procedures and principles of performance improvement.

Skill in informics, laborory da flow, and laborory processes.

Ability to maintain, troubleshoot, and repair instrumention.(e)Ability to use independent technical judgment to analyze and interpret laborory results.

Ability to read, interpret, and apply complex written instructions.

Ability to communice, consult, and interact with other members of the health care team, external relions, customer service, and pient educion.

Preferred Experience:

One-year creditable experience as a Clinical Laborory Scientist the GS 12 level or higher.

Training past entry level Bachelors degree

5 years of experience reviewing quality control and troubleshooting instrumention.

5 years of experience as Supervisor for any Laborory Section assigning work, completing employee evaluions, and completing disciplinary actions.
