POSITION: Process Engineer-Polyvinyl Chloride ( PVC)

GENERAL PURPOSE:

Execute the Mega Project Facilities consistent with published project objectives and Company principles, to verify that the Contractors perform engineering/design, procurement/fabrication, construction and pre-commissioning services in accordance with contractual requirements, including specifications and standards to monitor and appraise contractor organization, planned, and performance in the broad disciplines of detailed design, drafting, purchasing, progress measurement, schedule control, and such engineering activities and to ensure that the project achieves established objectives in keeping with Project Execution Plan and Company expectations, engineering practices, procedures, and standards.

ROLES AND RESPONSIBILITIES:

The principal function of the Process Engineer representative is to provide overall process engineering expertise to guide the development of the Front End Design-Process Studies and Engineering Design Specification and ensure implementation during Detailed Design relative to requirements and to monitor and appraise contractor performance during design, construction and pre-commissioning services that may affect process engineering so as to successfully complete the Mega Project Facilities consistent with Company objectives and technical requirements.

As our ideal candidate, you must have at least 15 years experience in a process engineering role on large refining or, preferably, Chlor Alkali based Petrochemical facility producing VCM and/or PVC. You must have substantial experience with brine, membrane cell, gas processing, reaction, separation, distillation processes. A blend of experience working on both mega-projects and an operating plant is highly desirable. An Engineering degree in Chemical Engineering is preferred and registration or eligibility for registration as a Professional Engineer is required.

Your communication skills are excellent, and you have proven analytical and problem-solving abilities. You have a solid process engineering background in reactors, distillation, fired heaters and heat exchange networks. You are skilled in the use of processing engineering tools such as process modelling and simulation and, heat exchanger sizing programs. You are highly motivated, self-managed, and get things done right the first time. Your knowledge has been gained through hands-on experience and provides you with the ability to employ a common sense, fit-for-purpose approach to your work.

The Process Engineers responsibilities include:

  • Process Design Lead representative for process engineering during all stages of design and execution
  • PFD, P&ID, Equipment specification interpretation/clarification/input as appropriate should EPC Contractor Engineers ( Home Office or Field) require such support
  • Coordinating, monitoring, controlling, and reporting of Process engineering resources assigned to and/or supporting Contractor
  • Engineering ( Home Office or Field) activities
  • Responsible for quality and technical integrity of the Process Design
  • Input to the Engineering and Design Management Plan implementation

Provide process design guidance so as to effectively interpret Project requirements to Contractors', engineering and construction management representatives and to monitor and appraise contractor performance so that it can meet established and Contract Package facility standards within their assigned Contract Package area, including potential effects that may cross Facilities boundaries

Responsible for advising the Engineering Manager, Construction Manager and Project Manager of deviations from engineering and/or installation standards and specifications, drawings, process, etc., industry codes and standards, and/or engineering practices and applicable procedures as well as input to resolution of non-conformance

Ensure facilities that meet all specified requirements in accordance with Company's published requirements.

Provide interpretation of the process design and FEED Specification Package to the Engineering Procurement and Construction ( EPC) contractors to facilitate to performance of detailed engineering, procurement/fabrication, construction, pre-commissioning, commissioning/startup.

Monitor and appraise EPC contractor process engineering performance during construction and pre-commissioning to confirm conformance to contractual requirements

Monitor EPC contractor performance regarding Process Flow Diagrams ( PFD's), Heat and Material Balances ( H&MB's), P&IDs, equipment and valve selection, data sheets and vendor selection, line sizing, models, and such other process engineering related work required to design and build facilities that meet Company expectations within their assigned Contract Package area

Carry out Company procedures for technical reviews and quality, safety, and operability analyses and reviews based on developments during detailed design, procurement/fabrication, construction and/or pre-commissioning ( including Commissioning & Start-Up as required) within the assigned Contract Package

Initiate corrective action for deficiencies in design or project execution to ensure that the Contract Package facilities to which they are assigned are safe and operable

Communicate process technical information and activities to the Engineering Manager and Project Manager to allow the Company to achieve process goals and objectives

Comply with applicable Laws, Regulations and Company engineering procedures and standards

Deal with engineering/design, procurement/fabrication, construction and pre-commissioning, commissioning and start-up related to process design issues, solutions, complexities, and difficulties throughout the span of the Contract Package to which they are assigned in order to meet Company expectations.

Specific Process Engineering Duties and Responsibilities

General

- Lead Responsibility for Project Process Design

- Provide Technical Expertise including process simulation, energy optimization, design

-Lead Process VIP studies

- Coordinate All Process Related Issues

- Play a Key Role in implementation of Detailed Design

- Play an Active Role during Field Construction

- Participate in Commissioning and Start-Up Activities

- Insure Process Conformance to Industry and Refinery Specifications and Safe Practices

Coordination

- Respond to Contractor ( s) Process Related Needs, Requests and Issues

- Provide Process Related Plant Specifications, Design Philosophy, Nomenclature, Etc.

- Work with Operations and Maintenance to Identify Key Systems Issues

- Coordinate P&ID Reviews with Operations, and Other Appropriate Departments, Groups and Teams

- Incorporate Contractor, Process Licensor, Etc. Input to Pertinent Documents

- Participate in Contractor Interviews with Participant Departments, Groups or Teams

- Coordinate Vendor Representative Requirements

- Coordinate Process Related Issues with Other Project Teams

- Kick-Off Meeting Interviews with Contractor Counterparts

- Coordinate Requirements for P&ID's, Equipment Specifications, Data Sheets, Operating Manuals, Etc. with Contractor

- Collect, Analyze and Provide Contractor Process Related Data, Calculations, Etc.

- Provide Copies of All Contractor process related Work, Review and Comment as Required/Appropriate

Detailed Engineering and Design

- Final PFD and P&ID Development and Reviews

- Review/Evaluate Process Specifications Developed By Contractor

- Assist in Return On Investment ( ROI) and Project Justification Proceedings

- Process Related Specification Conformance Monitoring/Enforcement
