The Interstate Commission on the Potomac River Basin (ICPRB) was authorized by an Act of Congress in 1940 as an advisory, non-regulatory interstate compact agency of the Potomac basin states of Maryland, Pennsylvania, Virginia, West Virginia, and the District of Columbia. The ICPRB mission is to enhance, protect, and conserve the water and associated land resources of the Potomac River and its tributaries through regional and interstate cooperation.

ICPRB seeks an enthusiastic, detail-oriented collaborator to be a key member of the Water Resources team. The Environmental Scientist or Engineer will assist with interesting and challenging projects in this program area, an exciting opportunity to apply analytic and geospatial skills in a large river basin context. The position will participate as part of a highly collaborative water resources team. Example activities include developing watershed management plans to address issues like Harmful Algal Blooms (HABs), Total Maximum Daily Loads for basin jurisdictions, and water quantity and water quality models to understand and manage complex systems. More broadly, the position will assist with the implementation of various aspects of the Potomac Basin Comprehensive Water Resources Plan.

Required qualifications:

Demonstrated understanding of applied water resources principles and concepts related to water quality, water supply, hydrology, hydrogeology, and/or emerging contaminants;

Proficiency with R, Microsoft Word, Excel, and Access;

Effectively uses statistical methods, numerical models, and other techniques to analyze data;

Experience developing and applying hydrologic and water quality models like SWAT, HSPF, GWLF, and/or CE-QUAL-W2;

Demonstrated ability to communicate technical information to technical and non-technical audiences, both orally and in writing; and

Demonstrated commitment to environmental stewardship and collaborative management of resources.

Preferred qualifications:

Ability to write or adapt codes in R and/or Python;

Experience with ArcGIS Pro and/or other geospatial tools such as QGIS;

Experience with PowerBI or other BI tools; and

Demonstrated ability to effectively engage with diverse stakeholder groups.

Required education:

If filled as an Environmental Scientist: PhD in environmental science, water resources, hydrology, a physical science, or a closely related field or a master's degree in the same field and five years of relevant experience.

If filled as an Environmental Engineer: PhD in civil, biological systems, or environmental engineering or other closely related engineering field or a master's degree in the same field and five years of relevant experience.

Details:

This is a full-time position, which includes a 6-month probationary period. The expected salary range is $75,000-$90,000, depending upon education and experience.
