Office of Environmental Compliance

The mission of the Office of Environmental Compliance is to ensure the public health of the people and environmental resources of Louisiana by conducting inspections of permitted facilities and activities, responding to environmental emergencies and issuing sound enforcement actions. The program establishes a multi-media compliance approach; creates a uniform approach to compliance; assigns accountability and responsibility to the appropriate parties; provides standardized radioactive material training to compliance; and provides for the execution and timely resolution of activities. A bachelors degree in an environmental, biological, atmospheric, chemical, health, nuclear or physical science field, an engineering field, a geography/geosciences field, a natural resources field, or in a statistics or quantitative methods field; OR A masters degree or doctorate in an environmental, biological, atmospheric, chemical, health, nuclear or physical science field, an engineering field, a geography/geosciences field, a natural resources field, or in a statistics or quantitative methods field. Conducting technical reviews of inspection reports; self-reported notifications; any quarterly, semi-annual, and annual reports required by a permit and/or the regulations; and other enforcement-related referrals for completeness and accuracy to determine compliance with state and Federal regulations and the applicable permit.

Reviewing information in enforcement referrals and reports to identify violations and appropriately prioritize High Priority
Violations and other significant violations.

Drafting the appropriate enforcement actions for alleged violations and completing corrections during the review process in a timely manner.

Monitoring the facility and/or respondent for compliance after issuance of an enforcement action and administratively closing or
recommending escalated enforcement action as necessary.

Drafting penalty assessments or settlement spreadsheets and determining any benefits of non-compliance in accordance with DEQ
policies.

Conducting compliance inspections and investigations to support an enforcement case.

Communicating with inspections staff, legal staff, permits staff, respondents, and/or others regarding compliance issues.

Coordinating, conducting, and attending enforcement-related meetings.

Monitoring, interpreting, summarizing, and/or validating reported data.

Preparing, evaluating, and reviewing technical reports and other compliance histories and violation summaries.

Entering required information into databases, as appropriate.

Maintaining updated case summaries on all cases.

Sending immediately, upon receipt, all original documents to the Departments Electronic Document Management System (EDMS) with the correct document transmittal sheet

Responding to the regulated community and the public in the form of letters, phone calls, emails, etc on enforcement matters and compliance assistance.

Providing technical support for: agency attorneys during enforcement proceedings, surveillance staff on enforcement matters, system database entry, and concurrence with the environmental laws and regulations.

Representing the Department at meetings, conferences, adjudicatory hearings, workgroups, and other sessions to provide information on enforcement activities, regulations, and policies and procedures.

Other tasks, projects, activities, and duties as assigned or directed by supervisors.

Position-Specific Details:

This position may be filled as either a probational appointment, job appointment (a temporary appointment not to exceed four years), or promotions of permanent classified employees. If the positions are filled as job appointments, they could be converted to probational appointments should funding become available.

As part of a Career Progression Group, vacancies may be filled from this recruitment as an Environmental Scientist 1, 2, or 3depending on the level of experience of the selected applicant. There is a Special Entrance Rate (SER) for this position, as follows:
Environmental Scientist 1- $20.91 per hour or $1672.80 biweekly
Environmental Scientist 2- $22.38 per hour or $1789.80 biweekly
Environmental Scientist 3- $25.62 per hour or $2049.20 biweekly
