Duties

The Orlando VA Healthcare System is looking for an experienced Clinical Laboratory Scientist (CLS) to join their Hematology Section at the main Hospital Medical Center Facility.

The CLSs at Full Performance Level (FPL) works independently on any assigned tour of duty. A CLS at this level independently carries out the day-to-day operations in the laboratory. The CLS develops, performs, evaluates, interprets, correlates, and validates the accuracy of laboratory procedures and results in line with current laboratory regulatory requirements.

Duties include but not limited to:

  • Has knowledge of and ability to collect samples appropriate for the tests requested by the physician using the correct preservatives, anticoagulants, collection intervals and/or times, and patient condition(s) by following approved policy and procedure. The CLS may perform venipunctures, or capillary punctures, or may assist in bone marrow or other specimen collections.
  • Evaluates the suitability of the specimen for analysis, requesting new specimen if determined to be unusable. Prepares specimens for analysis, ensuring that the physiologic state of the specimen properties is maintained. Assigns priority to test requests and executes them expeditiously for use in critical care situations.
  • Perform specimen processing, aliquoting, preservation, and receiving specimens delivered to the main laboratory collected in-house (inpatient/outpatient), or collected at the OPCs and CBOC's, ensuring patient identification is verified and maintained.
  • Assist in reference testing (send out), lab specimen collections/receiving, laboratory specimen preservation, processing, and submit and ship specimens to approved reference laboratory and report reference laboratories, as assigned or when required.
  • Assist the section's Lead CLS and/or Supervisory CLS in new test systems validations/verifications, method correlations, linearities/AMR verifications, establishment of normal reference ranges, among other studies as mandated by accrediting agencies.
  • Performs a broad range advanced and complex laboratory procedures; recognizes deviation from expected results; analyzes and corrects problems using scientific principles.
  • Performs steps of analysis for a full range of standard, routine, and specialized tests; selects appropriate method/instrument; performs instrument maintenance and performance checks; prepares reagents/media; calibrates or verifies calibration of the assay; performs analysis and calculates results, if applicable, for control and unknown samples.
  • Performs quality control procedures on equipment, reagents, and products and maintains proper records for quality control reports. Document corrective actions related to test performance. Adheres to established approved quality control procedures as mandated by accrediting agencies and as outlined in the appropriate procedure manual(s) for the assigned laboratory specialty.
  • Calibrates, standardizes, adjusts, and maintains instruments. Identifies instrument malfunctions and/or unacceptable test system performance by analyzing and interpreting instrument function checks, calibration data, and quality control data and takes the appropriate corrective action.
  • Performs additional tests to clarify or confirm abnormal patient results following approved policy and procedures.
  • Performs additional duties as assigned.

Work Schedule: Monday - Friday, 6:00 a.m. to 2:30 p.m., with rotating weekends and holidays required, and additional hours as necessary based on the needs of the facility.

Pay: When setting pay, a higher step rate of the appropriate grade may be determined after consideration of higher or unique qualifications or special needs of the VA (AMRG).

Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year)

Selected applicants may qualify for credit toward annual leave accrual, based on prior [work experience] or military service experience.

Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child.

Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66.

Basic Requirements:

Education. A bachelor's degree or higher from an accredited college or university.

Certification-Documentation Supplied (if Applicable) - Candidates must meet one of the certification options below.

  • Generalist certification as an MLS given by ASCP BOC or AMT.
  • Generalist certification as an MT given by ASCP BOR or AMT.
  • Categorical certification or Specialist certification by ASCP or AMT.

Exception for Non-Certified.

  • Applicants who do not currently hold valid certification may be hired by VA and actively work toward their certification if they meet one of the routes identified in Appendix A that makes them eligible to take the MLS certification exam through the ASCP BOC or the MLS certification exam through AMT Certification Agency.
  • Non-Certified applicants who otherwise meet the eligibility requirements for licensure may be given a temporary appointment CLS under the authority of 38 U.S.C. 7405(c)(2).
  • Non-Certified individuals may only provide care under the supervision of a certified CLS at or above the FPL.
  • Non-certified individuals may only be appointed at the entry level and may not be promoted/converted until certification is obtained.
  • Temporary appointments of non-certified CLS may not be extended beyond 2 years or be converted to a new temporary appointment.

Failure to Obtain Certification. May result in separation from employment.

GRADE DETERMINATIONS. In addition to the basic requirements for employment, candidates must meet the following grade-determining criteria for placement at grade levels specified.

Clinical Laboratory Scientist, GS-11.

Experience or Education Candidates at this level must meet one of the criteria below:

  • Experience. One year of creditable experience equivalent to the next lower grade level.

OR

  • Education. Must have 3 full years of progressively higher-level graduate education or a Ph.D. or equivalent doctoral degree in medical technology or a directly related science.

Knowledge, Skills, and Abilities. In addition to the experience or education above, the candidate must demonstrate the following KSAs:

  • Knowledge of professional clinical laboratory science principles, practices, concepts, and theories that support sound, independent work.
  • Knowledge of laboratory quality control and quality assurance procedures and principles of performance improvement.
  • Skill in informatics, laboratory data flow, and laboratory processes.
  • Ability to maintain, troubleshoot, and repair instrumentation.
  • Ability to use independent technical judgment to analyze and interpret laboratory results.
  • Ability to read, interpret, and apply complex written instructions.
  • Ability to communicate, consult, and interact with other members of the health care team, external relations, customer service, and patient education.

May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grandfathering Provision. Employees in VHA in this occupation under a permanent, appropriate, and legal placement on the effective date of this qualification standard, are considered to have met all qualification requirements for the grade and/or assignment held, including positive education and certification where applicable. For employees who do not meet all the basic requirements of this standard but met the qualifications applicable to the position at the time they were appointed, the following provisions apply:

  • Employees may be reassigned, promoted up to and including the full performance (journey) level, or be changed to a lower grade within the occupation but may not be promoted beyond the journeyman level or newly placed in supervisory or managerial positions.
  • If an assignment above the FPL requires an additional certification over and above the basic requirements, employees must meet the assignment-specific requirement before they can be promoted.
  • Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed on a temporary or permanent basis until they fully meet the basic requirements of the standard.
  • Employees retained in this occupation under this provision who subsequently leave the occupation lose protected status and must meet the full VA qualification standard requirements in effect at the time of re-entry to the occupation.
  • Employees initially grandfathered into this occupation who subsequently obtain certification that meets all the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation.

NOTE: This provision is not intended to regularize appointments/ placements.

Foreign Education. To be creditable, education completed outside the U.S. must be deemed at least equivalent to that gained in a conventional U.S. program by a private organization specializing in the interpretation of foreign educational credentials.

Preferred Experience: Two years previous Generalist Laboratory experience, to include Hematology, Coagulation, Body Fluids and Urinalysis.
