OVERVIEW

The CEBP is a technical assistance center with a mission to promote recovery among people with

mental illness, substance use disorders, and co-occurring disorders through the implementation of

evidence-based practices (EBP's) and emerging best practices in behavioral healthcare. The CEBP

promotes knowledge development and implementation of EBP's through programmatic and clinical

consultation, training, and evaluation services and quality improvement consultation to organizations

interested in implementing EBP's. These practice models include a range of practices associated with

Substance Use Disorders (SUD) treatment as well as Assertive Community Treatment (ACT),

Supported Employment/Individual Placement and Support (SE/IPS), Integrated Dual Disorder

Treatment (IDDT), Dual Disorder Capability (DDC) and Motivational Interviewing (MI).

POSITION OBJECTIVE

This position functions under the direction of the CEBP leadership team with respect to needs,

priorities, and role assignments as determined by current contractual obligations. Working under

general supervision, the Consultant & Trainer will be primarily responsible for providing training

development, delivery and associated clinical and administrative/implementation guidance with

treatment models endorsed by the CEBP. This position will also offer QI guidance for evaluation of

EBP's utilizing standardized fidelity tools for programs and systems that receive services from the

CEBP. Evaluation efforts may include consultation with programs and systems regarding

implementation of EBP's. This position will assist with reports to the Ohio Department of Mental Health

and Addiction Services (OMHAS). EBP consultation and training occurs as determined by the needs of

the CEBP. This role requires expertise and background in organizational change management

associated with implementing informed practices to high fidelity. Likewise, the ability to engage and

support stakeholders and customers in their EBP initiatives via coaching, mentoring, modeling and

educating is critical to the Mission of the CEBP.

ESSENTIAL FUNCTIONS

1. Provide training development, delivery and associated clinical and administrative/implementation

guidance with multiple treatment models endorsed by the CEBP. Provide training at community

behavioral health treatment organizations in conjunction with local and State health authorities.

Provide information about the evidence and emerging best practices for mental health and

substance use disorder treatment and the requisite steps associated with their implementation

(70%)

2. Participate in formal quality improvement activity with programs seeking to add EBP fidelity and

adherence measures into their organizational QI processes. (15%)

3. Write project reports; assist CEBP staff with writing evaluation reports (13%)

NONESSENTIAL FUNCTIONS

1. Participate in supervision as needed and weekly team meetings. (1%)

2. Update daily calendar as changes occur. Enter all reportable activities in database weekly.

Follow policies of Case Western Reserve University and the CEBP in regard to reporting

employee expenses, and activity for grant reporting. (1%)

3. Perform other duties and responsibilities as assigned.

SUPERVISORY RESPONSIBILITY

No supervisory responsibility.

QUALIFICATIONS

Education: Master's degree in behavioral health field required; independent license and chemical

dependency licensure strongly preferred.

Experience: 5 years of program leadership experience with services for individuals who have substance

use or co-occurring substance use and mental health disorders. Experience in practice models

endorsed by the CEBP strongly preferred.

REQUIRED SKILLS

1. Strong written and verbal communications skills, ability to work independently, ability to carry out

multiple tasks, ability to form strong partnership relationships with customers and stakeholders, and

ability to work effectively on a team.

2. Functional knowledge of state and federal regulatory and quality improvement policies and

practices.

3. Knowledge of criminal justice, behavioral healthcare systems and evidence-based practices for

individuals with substance use disorders and/or co-occurring substance use and mental health

disorders.

4. Demonstrated project management skills are required.

5. Must be highly organized, self-directed, results-oriented, innovative, and flexible.

6. Strong computer skills including Microsoft Office Suite.

7. Commitment to diversity and building multi-cultural competencies in training programs.

8. Reliable transportation.

9. Flexibility to workdays, evenings, and travel extensively in and out of state.

WORKING CONDITIONS

Frequent travel. Automobile required as work requires travel within the state of Ohio. Ability to work

beyond standard business hours to attend work-related events and functions.
