Retirement - Utah Retirement Systems (URS) :
  • Employees who have any service credit with an employer covered by the Utah Retirement Systems prior to 7/1/2011 are in the Tier I Public Employees System.
  • Employees hired on or after 7/1/2011 and who have never been in the URS retirement system have two options for retirement in the Tier II System.
    • Tier 2 Hybrid Retirement System. Employer contributes an amount equal to 10% of your salary between both plans (pension and 401(k))
    • Tier 2 Defined Contribution Plan. Employer contributes an amount equal to 10% of your salary to a 401(k) plan only.
  • Employer contributions to your 401(k) are vested after four years.
Paid Time Off :

We have 12 paid holidays. Responsibilities

Manage the Environmental Performance Assessment System (EPAS): Oversee all aspects of the EPAS program for all environmental areas and facilities across the Utah Army National Guard (UTARNG). This includes identifying environmental compliance risks for various programs such as water quality (WQ), air quality (AQ), hazardous waste (RCRA, HazMat), stormwater, and natural/cultural resources management.

Handle Hazardous Waste Compliance: Understand and apply RCRA hazardous waste program requirements for different generator types (SQG, VSQG). Maintain required RCRA training and DOT certification to serve as a backup for signing hazardous waste manifests.

Coordinate Regulatory Efforts: Work with environmental program managers to align UTARNG missions with regulatory requirements, coordinating with stakeholders and agencies, and managing permitting processes.

Conduct Environmental Assessments: Plan, coordinate, and perform internal environmental assessments at UTARNG facilities statewide, offering support and guidance to staff. You will also coordinate external EPAS assessments conducted by the National Guard Bureau (NGB) every three years.

Manage EPAS Data and Records: Understand and manage the EPAS program within WEBCASS, including user management, staff training, documenting non-compliance findings, tracking corrective actions, and resolving issues.

Drive Compliance and Risk Reduction: Collaborate with environmental and site staff, as well as UTARNG leadership, to resolve findings, reduce environmental risks, and enhance environmental programs while supporting military missions.

Oversee Corrective Actions and Projects: Manage the EPAS Installation Corrective Action Plan (ICAP), presenting findings at meetings and requesting resources when necessary. You will also organize and oversee environmental compliance projects and take on specific program responsibilities as needed.

Qualifications

Environmental Program Expertise: In-depth experience managing environmental programs, along with broad knowledge of core state and federal environmental programs (e.g., Water Quality, Air Quality, RCRA, Hazardous Materials). Familiarity with areas like NEPA, natural resources, and cultural resources is also desired.

Team Collaboration & Leadership: Ability to effectively participate in and lead diverse teams.

Data Analysis & Communication: Skilled in observing, collecting, preparing, interpreting, and presenting environmental data based on regulations and policies. Excellent verbal and written communication skills for diverse audiences, including making presentations, conducting training, and leading meetings.

Problem-Solving & Decision Making: Ability to evaluate data, assess needs, develop recommendations, and make decisions independently or collaboratively with others.

Education/Experience: A Bachelor's degree in environmental management, environmental engineering, biological sciences, chemistry, or a related field is preferred. Equivalent experience or training may be considered in place of a degree.

Technical Skills: Proficient in using computers and various software applications.

Driver's License & Eligibility: Must be able to maintain vehicle privileges with the State of Utah, including possessing a U.S. driver's license.

Security Clearance: Ability to obtain clearance for Department of Defense (DOD) computer access. Note that felony convictions and non-U.S. citizenship are disqualifying factors.
