THIS IS A DEPARTMENTAL PROMOTIONAL POSTING OPPORTUNITY. ONLY CURRENT EMPLOYEES OF HAMILTON COUNTY ASSESSOR OF PROPERTY DEPARTMENT WILL BE CONSIDERED FOR THIS POSITION.

Under limited supervision, provides quality oversight planning for real property identifies and performs quality reviews on appraisals on new and/or existing residential and commercial property, for valuation mandated by state law for applying a fair market assessment.

ESSENTIAL FUNCTIONS: (Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, physical requirements, knowledge, skills, abilities, and other characteristics. Oversees quality oversight planning for real property for best practices and future reappraisals, contributes to the development of strategic goals and objectives.

Ensure that all steps of the valuation processes are completed accurately and within the required timeframes.

Interpret and Implement Quality Control Policies and procedures for Valuation.

Reviews appraisals of properties with new construction, physical improvements, and/or major physical changes, and initial appraisals of new parcels. Compiles and analyzes sales, income and expense information used in arriving at the appraised value. Assists in training real property appraisers. Listens to and resolves complaints; defends challenges to value at the County Board of Equalization, the State Board, or the Assessment Appeals Commission; Assists the public regarding appraisal and assessment information.

Performs other related duties as assigned.

Knowledge of state and county laws, rules, regulations, codes, and resolutions related to real property investigation and appraisal.

Knowledge of researching and analyzing public documents and records.

Knowledge of market and sales analysis methods and practices.

Knowledge of training methods and practices.

Knowledge of plat reviews.

Knowledge of computer hardware, software, and peripherals.

Knowledge of data collection methods and procedures.

Knowledge of physical review of existing properties and buildings.

Knowledge of statistic and real property appraisal methods, practices, and procedures.

Knowledge of Error & Release Requirements

Knowledge of cost of construction, depreciation, income approach

Knowledge of greenbelt, deed work and mapping

Skill reviewing, researching, and analyzing statistical and real property appraisals.

Skill utilizing verbal and written communication in the development of reports and findings.

Skill accurately entering and retrieving data from a database system.

Skill utilizing customer service / public relations techniques when responding to inquiries and complaints.

Skill establishing and maintaining effective working relationships.

Skill and proficient in Microsoft Excel and Microsoft word.

The equivalent of a high school diploma and ten (10) years of progressively responsible mass appraisal work experience with an Assessor's Office. Must possess a valid driver's license.

OR

The equivalent of a high school diploma and three (3) full reappraisal cycles with an Assessor's Office. Must possess a valid driver's license.

ADDITIONAL REQUIREMENTS:

Prior to operating a County-owned vehicle, all employees are required to complete the HC Defensive Driving course and/or or an Emergency Vehicle Operations Course (EVOC) provided at the department level.

PHYSICAL REQUIREMENTS:

Work requires long hours of attention to detail and the ability to walk for short distances on steep hills and a variety of terrain. Responsibilities may include lifting and carrying records or office supplies weighing up to 35 pounds, using a step stool, and performing tasks that require bending, stooping, and kneeling.
