Position Specific Summary

The Chemist Supervisor position at the City of Tucsons Water Department oversees and coordinates water quality sampling, supervises field analyses, and ensures compliance with regulatory permits. The role involves managing workload priorities, approving projects and reports, and reporting water quality data to internal and external clients.

Work is performed under the supervision of the Laboratory Manager. This position exercises supervision over Water Quality Analysts.

Duties and Responsibilities
  • Oversees and ensures adherence to federal and state drinking water regulations, including approved testing methods for regulated analytes, reporting limits, and quality control (QC) requirements. Ensures compliance with the Safe Drinking Water Act (SDWA), including the Revised Total Coliform Rule (RTCR), by overseeing microbiological and chemical monitoring programs that protect public health and meet regulatory requirements. Monitors laboratory operations to ensure timely processing of samples, adherence to holding times, and accurate reporting within established regulatory deadlines.

  • Ensures laboratory practices meet all regulatory requirements set forth by the Environmental Protection Agency (EPA), Arizona Department of Environmental Quality (ADEQ), Pima County Department of Environmental Quality (PDEQ), and Arizona Department of Health Services (ADHS). Promotes a safe and harmonious work environment by implementing City of Tucson safety policies, procedures, and laboratory precautions, identifying potential hazards, and applying mitigation solutions immediately.

  • Manages and supervises unit projects, coordinating and assigning responsibilities, tasks, goals, training, and objectives to ensure smooth operation and sampling completion. Reviews, verifies, and approves employee timecards, ensuring accurate reporting of hours worked, leave usage, and adherence to departmental policies and labor regulations. Analyzes processes to identify inefficiencies, communicates employee performance goals and objectives within the unit, performs annual employee evaluations, and participates in the hiring process for staff.

  • Responds to internal and external requests for water quality data, develops and manages sampling schedules, and reviews laboratory reports generated through systems such as the Laboratory Information Management System (LIMS).

  • Works with the Laboratory Manager to identify budgetary shortfalls, provides budgetary recommendations and maintains active service contracts for chemicals, instrument supplies, and consumables.

  • Coordinates efforts for state audits, maintaining data traceability in LIMS, ensuring proper archival procedures, and generating and submitting electronic data uploads and State reporting forms.

  • Performs all other duties and tasks assigned.

Education

Bachelor's degree

Experience

Three (3) years of directly related experience

Equivalency

Any combination of relevant education and experience may be substituted on a year-for-year basis.

License/Certifications

A valid and unrestricted drivers license with two (2) years of licensed driving is required - Various

Preferred Qualifications

Bachelors degree in chemistry or related science fields.
